Stop thinking American, start thinking European. The EU is pumping big, big millions to promote international mobility. My neighbour is German, I have many Spanish and Italian friends here. Heck, I've spent the majority of last month in Ireland, go for a 2 month scholarship to Germany in 3 weeks, I'm applying for a 6 month internship in Belgium and actually plan to move to yet a different country in some 3 years. For the current generation of Europeans a border means pretty much nothing, so a console that's not going to work in half European countries is a no-no.
