It's most likely multi but since not a word has been said, it's being considered a PS4 only game.

The only promising thing I can think of, is that its been done by the guys who did Just Cause 2.
At first, I thought it was a Fallout game. My hopes were crushed.

I hope (I haven't read up on it at all) it's a really well made post apocalyptic open world game with scarce resources and maybe even a bit deeper mechanics than just fps/tps shooting.
it's announced for pc, ps4, ps3, 360 and xb1 so not only next gen
