Price protection.. Games are cheaper in the US then in Europe.. Cant have us europeans import cheaper games which would crash the market in Europe..
Legal stuff.. Licenses for certain properties are not worldwide.. An IP like transformers is owned by Hasbro and Takara.. So different people would earn money of it in different places in the world.. Same goes with music rights.. Likewise with regional ratings.. What is acceptable in some countries could be not acceptable in other countries leaving the companies wide open for lawsuits..
Productions costs.. It cheaper to make an english or japanese version and later on make an European version with french, german, spanish and italian added latter on.. Thus by making the other version not available the translated game wouldn't lose sales cause people imported it.. (text writing/ voiceovers are much cheaper when one version is completly finished) by staggered launching a product you can get some of the costs back before launching in an other region..
