I am fairly convinced that Sony said that all systems come with their new eye thing (and a headset)
Having said that, I very much doubt that it will be required at all times and we have certainly not seen anything from Sony to suggest that

I think some fun, novel experiences can be created with really precise body detections, facial recognition and finger tracking (not sure if either camera do finger tracking). Voice controls could be the ultimate UI interface depending on how accurate it is and most importantly neither camera's detract from the form factor or function of the controller. But we'll have to see where they take it at e3.
