That's exactly what this article says you will be able to do.
Essentially Xbox live membership per console, so you, your brother, your sister can all create accounts and use this console with your individual accounts while paying only 1 subscription.

To add to this, your friends would also be able to come to the console and play with their own (existing) Xbox LIVE accounts.
The personal Xbox LIVE accounts are now just personal, it's the consoles that have the subscription.
So for another example, if you have 3 Xbox Ones in your house, and you want to have a gaming party, and you have twelve friends you invite over, you'll need 3 Xbox LIVE subscriptions for the console so that everyone will be able to play on any console. Also, every console will automatically recognize them, pull down their profile from the cloud, giving them access to any game saves or DLC content they already own, with out sticking a single thing into the console. Just authenticate via Kinect, and you're logged in.
