It doesn't detect actual, genuine heart rate, it just guestimates based on the fluctuations in RGB data on set points in facial tracking data, this data is then calulated and a rough heartrate is given - the system is notoriously inaccurate and actual heartrate data accuracy is highly dependant on tracking at high sample rates and calculating large blocks of data rather than streaming live, theres an android app that does the same thing and it takes over 40 seconds of recording the fluctuations to give an actual heartrate figure, at which point it then has to continually give calculations - in that situation it provides heart rate monitoring for your heart rate 40 secons ago.
The same is possible with kinect 2 via it's RGB camera, with a higher sample rate and higher resolution you can get the heartrate a little more accurate and with a shorter delay - optimisitcally down to around 5-6 seconds delay.
It's worth pointing out though that this isn't something that can "only be done with kinect", any device on the face of this planet with a decent (640x480 or higher) resolution camera can do it, not exactly something to shit your pants over.
