look at Monster Hunter vs PSP and PS2 versions, 3DS clearly outclesses them both

Revelations looks better and outperforms RE4 in many areas

what about Kingdom hearts? looks nearly identical

so 3ds shows a similar performance to PS2 and all that with the tasking obligatory 3D. its safe to assume 3DS is more powerful than PS2

I'm not disagreeing with your general point but I feel that's a really poor example. 

Perhaps in technical terms Monster Hunter 4 outclasses the PS2 / PSP versions in every way, but to someone like me I can't see any major graphical steps taken by the franchise at all between the PS2 and now.  Except that outsourced game made on CryEngine.

I think the more important question is whether raw power is even relevant. PS2 games had a much larger resolution, but of course they were being viewed on a 20+ inch screen as opposed to the 5-inch screen of the 3DS.

Vita got in first year a little number of small games ,now vita had a lot more games from bigger ip.

Vita problem was never software sale but hardware sales.
