Considering how MGS3 and Tales of the Abyss were ported over with little trouble, despite being latter PS2 games than FFX, FFX should be no problem. If anything, the game would be easier to port, since action is less intense than in those two games.
Besides, any side by side comparison of the PS2 and 3DS shows the 3DS trumping the PS2. Among other things, it has about 4 times the RAM, more modern tech inside of it, etc.

A game like FFX seems to have a ton of graphics and cinematic quality as well, so not sure about that one.

So it might not be easy, but it is possible. MGS3 is not a JRPG, and JRPG's typically run slower and demand less ram. If anything they would have to compress the CG cutscenese for FFX on 3DS, and maybe tweak it a bit at points of high load, but it's possible.
I don't know whatt the specs for the 3DS, but I recall reading that it was somewhere between the GCN and Wii in terms of power, and closer to Wii. However because 3D requires 2x the rendering power, it's true performance is closer to Gamecube levels.
Tales of the Abyss probably transferred over smoothly because it used the same engine as Symphonia did, and didn't the GCN have less RAM then the PS2?

it's about the same raw power of the wii. but has more advanced architeture and programable shaders. the 3d doesn't diminish the graphics, it just make most games run at a maximun of 30fps when 3d is on. only 2 games run at 60fps with the 3d on, albw being one of them.
as another example, it seems to run donkey kong country returns very well, a wii port.
