Hard to tell from just this data, but it's quite possible that the game opting for a FF XV-esque combat system and other gameplay alterations that make it a radically different game is hurting it. Especially among the old school fans that would be most interested in it.
Another thing that could be hurting it is chopping it up into pieces. Not only does this raise some serious concerns about the value proposition, but also is indicative of the Nomura era of Final Fantasy - which lasted years and years and years to produce one game: Square has no sense of time and resource management when it comes to this series. And on the value proposition side of things, if these releases are $60 and are like 30 to 40 hours, then they will be asking the same price for this PART of FFVII as Nintendo is asking for a 70 to 150+ hour RPG in Xenoblade 2. Or Square themselves for a 90 to 150+ hour RPG in Dragon Quest XI. Or Atlus for the potentially 100+ hour Person 5. That's not a particularly good look and only adds controversy to a release that is already changing up a classic in a lot of ways.
