If your talking about On Vita alone then i doubt it. Bth PSP+PSV definitely though. The highest Vita game in japan is Persona 4: The Golden which sold over 300k with digital sales. (probably be passed by Toukiden as it is around 250k and hasn't seen a holiday yet)
Gods Eater Burst sold around 700k on an install base of over 18mil. Vita has 2mil (it'll increase this holiday by close to 3mil if not a little over).
GE2 on Vita will be held back cuz of psp (even though it'll outsell it) but i say 800k max lifetime, psp will steal 250k-300k of those sales making it a mil seller if you count both handhelds!

I don't think GE2 can pull a 1m. ~800k seems more likely.
I think Vita version will 600-700k life time and 300-400k for PSP version
PS4 - over 100 millions let's say 120m
Xbox One - 70m
Wii U - 25m
Vita - 15m if it will not get Final Fantasy Kingdoms Heart and Monster Hunter 20m otherwise
3DS - 80m

Yeah they split up the teams, but their teams have grown up over the generations, but most importantly who cares about that ? SE clearly made big errors with FF this gen, reasons behind are no excuses.
Not a huge sucess means not a huge that's all. And you can't deny that, especially critically where FF 13 was the worst rated mothership FF (until ffXIV disastrous launch) on meta from all the ps era.
