Since im a genius i'll give you the correct answer. Its not Top 2, no way its top 3 due to pokemon x y counting as seperate games on the eshop like how zelda oracles/seasons are

Yakuza is a ps3/ps4 only ,you can just play it on vita with remote play

PS4 - over 100 millions let's say 120m
Xbox One - 70m
Wii U - 25m

Vita - 15m if it will not get Final Fantasy Kingdoms Heart and Monster Hunter 20m otherwise
3DS - 80m
