Vita sales wouldn't offset the costs of having to publish their games themselves in the West, not getting free advertisement from Nintendo and the higher production cost for a Vita game + longer development time. It's a game that's most popular with kids, it wouldn't sell well on the Vita (no game does really).

I did mean in Japan, would probably still be 3DS exclusive in the west. Level 5 are already publishing it themselves in Japan.
Minecraft is also a game that sells well to kids in Japan, and it has sold ~700k on the Vita (in Japan only). Also who's to say they have to massively improve graphics just because they make it a Vita game? Just have it run at higher resolution. It would sell more than enough to cover the costs of porting. It may not happen though, but I wouldn't be surprised if that was due to a deal akin to Monster Hunter, rather than it not making any financial sense for Level 5 (Uhm, I guess if Nintendo paid to have it Nintendo exclusive then it makes financial sense for Level 5, but you got my point).
FFXV and DQXI are not on the Wii U for a few reasons.
For FFXV, it's because the Wii U would seriously struggle to run it.
For DQXI, possibly because Sony paid for it.
