How can Pokemon be sold out of pre-orders? It's still super early and Pokemon always sells a boatload, Nintendo must have planned on making a ton of copies.

They have to physically manufacture those copies and they probably won't have enough time between the moment the game goes gold and the release date to meet demand.
They also want to keep a certain amount of copies for retailers to have available in store at launch.
Plus I think Nintendo is controlling physical stock so that people migrate to digital.
