For PS4, we’ve worked with AMD to increase the limit to 64 sources of compute commands -- the idea is if you have some asynchronous compute you want to perform, you put commands in one of these 64 queues, and then there are multiple levels of arbitration in the hardware to determine what runs, how it runs, and when it runs, alongside the graphics that's in the system."

To the end user. It sure does, which is all that's important in the end for a dedicated gaming machine as the regular consumer doesn't even know what a CPU, RAM or GPU even is, all they care is how awesome games look. :p

From a modding perspective though, the PS4 excites me, I would love to mod one, install Windows and call it my new HTPC /Media Center under my TV, with some emulation on top of it!

One thing I don't get on console games is why can't I customize the FPS and resolution?  I mean it's scalable on PC so if I want non-HD running at 60fps I can have it.  They know the console specs and can program a shorter range but there's no reason not to have it at all in SP (I understand MP because higher FPS could mean you react faster).

Because, people want better graphics, constantly. - That's been the case since computer gaming has begun.

Remember, consoles are fixed hardware, they don't change in compute capability, so what developers have to do is make concessions in some areas but make it up for it in other areas and introduce new tricks for more efficiency. (Impostering, Better texture compression, better texture or model streaming etc'.)
Or by making concessions in some areas like resolution and framerates to improve it in other areas like lighting, Shadows, Texture resolution etc'.

Besides, most people sit meters away from a TV, chances are most people only have a 32-42" LCD/Plasma and from those distances people wouldn't notice the difference between 720P and 1080P anyway.

It's a different ball game on the PC, most people sit up close to the monitor and they can see the tiny details, not to mention PC developers don't need to make concessions in framerate or resolution because the PC essentially allows for far more flexibility with it's constant improvement in performance, essentially giving them essentially unlimited performance.
Hell, PC gamers are a funny bunch, they will whinge and whine and complain till the cows come home if a game doesn't push their PC hard enough. (Like with Crysis 2.)

However, with the 16x jump in the amount of Ram this time around instead of last generations 8x jump, I would be surprised to see games dropped from 1080P @ 60fps down to 720P @ 30fps untill towards the end of the generation, where developers start to feel the limitations of the consoles (And PC gamers cry in agony at horrible ugly ports again.)

I get that but just some minor adjustments can't be that hard.  I mean I have the same PC running different combos so my hardware is "fixed" so to speak.  If I could just choose on the menu "720p 60fps" or "1080p 30fps" it would be nice.  It should be easier because they know what they're programming for.  I don't know I'm not a technical guy but it seems like it should be available in a very limited way at least on consoles since they could make only the options that the console could handle available.
