Because, people want better graphics, constantly. - That's been the case since computer gaming has begun.
Remember, consoles are fixed hardware, they don't change in compute capability, so what developers have to do is make concessions in some areas but make it up for it in other areas and introduce new tricks for more efficiency. (Impostering, Better texture compression, better texture or model streaming etc'.)
Or by making concessions in some areas like resolution and framerates to improve it in other areas like lighting, Shadows, Texture resolution etc'.
Besides, most people sit meters away from a TV, chances are most people only have a 32-42" LCD/Plasma and from those distances people wouldn't notice the difference between 720P and 1080P anyway.
It's a different ball game on the PC, most people sit up close to the monitor and they can see the tiny details, not to mention PC developers don't need to make concessions in framerate or resolution because the PC essentially allows for far more flexibility with it's constant improvement in performance, essentially giving them essentially unlimited performance.
Hell, PC gamers are a funny bunch, they will whinge and whine and complain till the cows come home if a game doesn't push their PC hard enough. (Like with Crysis 2.)
However, with the 16x jump in the amount of Ram this time around instead of last generations 8x jump, I would be surprised to see games dropped from 1080P @ 60fps down to 720P @ 30fps untill towards the end of the generation, where developers start to feel the limitations of the consoles (And PC gamers cry in agony at horrible ugly ports again.)
