"Dicta" is the term used in legal decisions for stuff that's in a legal decision, but is not binding. Basically, it's an opinion, but not an Opinion.

The average size for whites is between 5.8-6.3 inches based on numerous studies, blacks are slightly larger at 5.9-6.5 and Asians are the smallest 5.4-5.9. Not a whole lot of difference when erect. The biggest difference is blacks are generally much larger when flaccid. Asians around 2.8 whites 3.6 and blacks 4.2.
