So after he said that, I was thinking real hard about his statement because Reality Shift has different functionalities in each world and I really wanted to figure out an idea of what it could be, and I came to the only conclusion that I could, which is the bottom screen working with the top screen because it's the only thing that each Reality Shift has in common. And that's why I think he was really hinting at what system it would be on, instead of what kind of new gameplay mechanic he has come out with for the upcoming Kingdom Hearts 3.

You're talking about Nomura, the director. And he wasn't talking about Reality Shift, he was talking about Flowmotion. Here is his statement:

Nomura: I’ve been working on a few action RPGs outside of Kingdom Hearts like Final Fantasy Type-0 and Final Fantasy Versus XIII, so the first thought I had was I wanted it to clearly stand out from the others. I planned on showing that this is the direction the Kingdom Hearts series is headed. When I thought of the elements that really defined the Kingdom Hearts series, I thought of the bold sort of action that realistic characters can’t express. My idea was that with Flowmotion, you’d be able to jump to impossible heights in comparison to how you could jump in the previous titles.
— It seemed that the Flowmotion system might dishevel the game’s balance, but there was a lot of attention put towards regulating it.
Nomura: Well, the staff really didn’t like it. (Laughs.) If the character could make a huge jump freely, then there is no telling where he’d go. Since you had to deal with every action the player made, the opinion coming forth in the beginning was that it was difficult. But since I explained to the staff that this was the sort of direction Kingdom Hearts was going, we did it anyways.

Obviously, if you've played KH: DDD, you'd know the Flowmotion mechanic doesn't require (or even use) two screens.
Nomura already said the series is coming back to consoles. But first they need to bring the series together on one console so people don't have to buy 80 different systems to play the whole series. KH 1.5 Remix for PS3 is the first step. 2.5 Remix will also be on the PS3. KH3 will be on a console as well, be it PS3 or PS4.

Anyways, I like Flow Motion big time, and also Dual Link which I used both a lot in KH3D.
I think Kingdom Hearts 3 might be on both PS3 & 360, like Final Fantasy 13 & Resident Evil 6 which all use to be PlaySation exclusives in previous installments.
