Microsoft held an event on Xbox Live for the game. It was posted on the dashboard for days leading up to it.
Spike TV in NA has been running commercials on the regular for it so I assume other channels are doing the same.
The Game Stops, at least in my area, all have a huge display of Gears of War as soon as you walk in the door. It has all the pre order information and incentives with it.
The Walmarts, in my area, cover their security strips at the door with cardboard sleeves of up coming games, movies, and CD's that are coming out. Mine had Gears of War on them.
Maybe people just aren't paying attention. However the OP is a person who wouldn't have bought the game anyways.
