It is... this is not the Valve Steam Box but the Stream Box is not only the Valve... any other company can make Steam Box making a partnership with Valve.
Steam Box is the design and concept...
Valve will sell your own Steam Box but other company can sell their Steam Box too... you will have a lot of Steam Box in the market... some cheaper, others expensive, etc.
Anyway... the PS4 have better hardware than that machine (except the SSD) and I think it will cost a lot less... less even than the Valve Steam Box but the Steam Box will not compete with consoles.
I'd rather buy the Wii U, PS4 and X720. All three for the price of this single box...
Wii U is a GCN 2 - I called it months before the release!

But look at the size, and then realise how the laptop will be using a single, standard laptop mobo and not a load of modular units.

The problem with this thing is that they went too deep into customization and miniaturization, thus increasing the price A LOT. They could've designed a bigger form factor but with a more "friendly" design than a common PC, but using standard PC components. As it is, this will have a very very very niche market.
If nothing else, the size is impressive, if they ever have a powerful enough version then the "bring your own PC" option to places like PAX would become even easier than an ITX build.

The high price seem to be due the impressive size (all custom miniaturized) and the SSD... only the 128GB SSD will increase the price in $200 or more.
