This doesn't make sense. They must mean 16 million between launch and the end of fiscal year 2015. That gives them roughly sixteen months to ship 16 million consoles. I don't see how any time-span shorter than that is feasible.

Those words from Kaz are interesting if true, maybe Sony just wants the 16 million made to get some steep discount and put the whole ordeal as a loss and then ride the consoles without having to manufacture for the following year.
