Those of you lumping in New super mario with Call of duty and Assassins creed are ignorant, New super mario has one iteration per platform where as Call of duty has 8 games so far on xbox360 alone with the 9th surely on it's way and Assassins creed will have 6 by the years end..

but you do realize that 2 new super mario games came out in just a few months last year right?

So Uncharted is also a milked franchise? It also released 2 games months from each other. Uncharted 3 in November 2011 and Uncharted Golden Abyss in February 2012, that is also only 3 months apart.

If we look at the term itself, I would say that it requires a few things:
#1) It has to be popular enough.
#2) It must be, at its core, the same thing over again
#3) It must be repeated at least three times, in short intervals of time, i.e. every year, twice a year, once every two years.

Some of these things aren't quantitative, and the ones that are have a grey area. Because of this, the term itself is extremely subjective.

edit: i.e. or e.g., either way the statement is mostly the same.

COD and Assassins Creed.
