I think you'll find that turn-based RPGs orginated in the West.

I have my doubts. Dragon quest is probably the first.

Its where the terms buff and debuff originally came from.

U wot m8? Never heard of Ultima

Ultima was a natural evolution of Rogue-style gameplay, the original turn-based RPG, with tile-based graphics. It also innovated the 3D perspective dungeon of it's primitive predecessor Alkabeth, which later became an RPG genre in its own right. Ultima also had some sci-fi/fantasy crossover themes. UltimaIII introduced party combat in 1983 and ported to the NES many years later.

Costume Quest, Faery, and the two Penny Arcade games with long names.

I am the Playstation Avenger.

I just realized one of my favorite developers Bioware took a shot at turn based with Sonic Brotherhood. It had mixed reviews even know it was developed by one of the best devs out there.

Ultima is one of those revolutions that almost no one has heard about.

I just remembered another terrific turn based Western RPG, the most obvious one for me; Betrayal at Krondor! Fantastic game and way ahead of its time.

Wasn't Lost Oddysey made by a us based company? That game was great.
