No, speckle recognition requires a "glowing spot" of at least 2 by 2 pixels. So the camera resolution of 640*480 is reduced to 320*240.
The blurb doesn't tell how Kinect2 actually works (it does not use the Primesense method of Kinect (and what the hell is "active IR resolution"? - is that number given already a result of (pre-)processing?)
