It was developed by Monolith in conjuction with Banpresto and Namco Bandai, I believe.

It could. It was co-developed by them and Banpresto. It's not published by Nintendo, but it's made partly by a Nintendo studio... it's a gray area. It's not a Xeno-game, but that's not all they do.

Yes and Trinity Universe was developed by Compile Heart with Gust and Nippon Ichi also contributing. Crossover games generally have a lot of dev crossover as well. It's a mixed bag of quality though.

That has almost nothing to do with the game's development. It has more to do with the process of licensing and putting the project in motion. Now here's an interview that's actually about the game's development -- too bad it's entirely in Japanese.

A simple google translate of the beginning suggests that Monolith Soft's Souichiro Morizumi was the head of the project, which is supported by this article.
