Pacing will be slower..but not that slow. It depends entirely on what path you want to take during the levels as their are multiple ways to do it. 

And you are wrong about 'half' the team bit. They 'made' a new team. ND hired like crazy in recent years to expand the studio. afaik it's a much bigger studio now when compared to UC2 release time. They had to move to a new office + they recently expanded the building they are in to add even more space for new recruits.

Pacing is slower sure, but that doesn't mean there's less content. It's not like you've just got your dick in your hands half the time. Seems like there's more gameplay aspects that keep you busy like crafting and little anecdotes in the environment like ellie looking at the poster in thst first gameplay vid

lol ok. I was quoted like 3+ times now. I get it that ND expanded their staff and the game is long, despite pacing.
