Well This is the Least possible number ⇒ 23k sold digital! If you go onto the Eshop you can see the top 20 in sales of all time(NoA, or could just be America?) that is downloaded right into the 3DS!

Now The Titles show a number of reviews and since Fire Emblem is #13 and after it is Excitebike(#14) this means obviously FE sold more! Excite Bike is a download only title and has of now 23,310 reviews! This means the least amount of downloads sold for Excitebike is that number due to the fact you can only review it if you own it which obviously over 23k people own. My guess is FE is over 40k possibly alot more in digital sales in NoA right now! Since not everybody or most people dont due a review this is very possible!
