Isn't this a 1-day-update-chart ?
I don't think this indicates total eshop sales, but I could be totally wrong though o.o

Fire Emblem sold over 25k for a known fact! Excite bike has 23k reviews which means over 23k is sold, since you only can review once and can only review if you downloaded it! Since fire emblem is ahead in terms of downloaded copies this means fire emblem is ahead of excite bikes 23k (which is obviously alot more since not even half the people review after purchasing the game). Its safe to say its over 50k in NoA digital which is amazing!

Exactly, and that is by far the least! I mean how much percentage of people actually give a review? Not even 50%. Ex: Look at NSMB2. 1.85mil sales in NoA and not even 5% reviews on the eshop! So even if say 30% of owners reviewed Excite bike, that means Fire Emblem is actually over 90k Digitally! My guess is 100k, but thats just me
