The other two biggies are Blizzard and Valve, but I'll also add whatever company is developing Duke Nukem Forever. =P

 3D Realms they announced Duke Nukem Forever in aprill 1997 and they also worked on Prey which took 11 years to be released.

 tecnically they are not delaying them, just really annoying the consumer as their games are really hyped up at announcement, but 3 years later some of that hype is lost when the game eventually comes out
