Says its from latest EGM. Preview is for both PS3/360. Timed Exclusive? Typo? Or just plain bogus?

They also put MGS4 as a PS3/360 multiplat a few months ago.

But is there a scenario where it could be published by Sony? Did Microsoft fund the whole thing by themselves, or are they really just "publishing" the game.

I mean publishing just implies that they produce the DVD copies right? Does Microsoft publishing the game COMPLETELY rule out any PS3 copy, perhaps for some serious $$$ from Sony?

You didn't hear? It's being released for the PS3 as a double pack with Halo 3.

NG Sigma sold relatively well (VGChartz numbers unfortunately don't include EU numbers - with them I expect it to be at least at 500k-600k ww) , so I think it would make sense to port NG2 to the PS3 someday , but ofcourse I fully expect the 360 version to release at least 6 month earlier in that case

IGN lists it as published by Tecmo/Microsoft , so it might be some kind of strategical partnership (for commercials , promotion ,...) , which could expire some weeks after the games release
