^ I see, so there is a button I have to press to switch from not holding an item to holding an item before I can cycle through them?

Its been a while, but here it goes:

Hold the L2 button to bring up the items, scroll thro them using the D-pad until you reach the desired item then release L2.

The item is now equipped. To un-equip the item tap (not hold) the L2 button.

To quickly re-equip the item tap (again not hold) the L2 button.

Same goes for weapon (R2 instead of L2)

So if your equipping your Socom (hand gun) tap R2 to switch between it and your hands.

Hmmmm. I see. I'll have to try it again then, because for some reason it didn't work.

I'll try a diferent game and see if it's the buttons.
