I understand that this hack was most likely done using homebrew in Wii mode. Does anybody know if the WiiU is capable of scaling the clock speed up and down (similar to how modern processors do to save power when not under load), and if so, does it clock itself lower in Wii mode then in native WiiU mode? I wish Nintendo would just release the official specs.

they probably have bigger hobbit homes than the small hobbit homes most have in Japan. Bigger homes are usually fewer in numbers
also the PS3 is a perfect chair with butt heating in the winter times for the little guys

The Wii U CPU has a lower clock speed as the Xbox360 but it can execute more operations in a cycle, it has more cache and a very fast connection to GPU and eDRAM. In serious tech threads the experts estimate that the CPU has 1.5x the power of the Xbox360-Xenos with optimized code.
Besides that the CPU is obviously the weakest part of the Wii U. The DSP-Chip is a often overseen part if the Wii U, it does all the audio processing that could easily consume up to 25% of the CPU power on the Xbox360.
Obviously the Wii U is not a hardware monster, but when its shows its full power with the second generation of games next year it will show its advantages above PS3/XBox360 graphically.

So are you saying that Wii U should not be compared to next gen hardware but to 360/PS3?
Care to show a link where any developer states that audio takes that 25%?

That's exactly what people have been doing all time, yes. No one expected the console to be a monster and most said it was 2x as powerful as PS360... which seems to be true from what we know.
It's not a hardware monster but why should it? The most successful games on the system won't be heavy on graphics. Zelda and Metroid will look as good as the best looking PS360 games, probably better. That's enough for me and for most people. Nintendo makes averagely powerful consoles with nice touches and mass market appeal. Sony and Microsoft make powerful consoles with a focus on the hardcore market. That's perfectly fine. Why should we have 3 indentical consoles? That would be lame.
