Halo 4 mainly took advantage of different aspects of lighting. If they wanted to do that in Uncharted they could, but they chose to make a highly detailed game. Halo is pristine on so many levels because its all about lighting and glossy graphics. Comes down to art style really. If you look at Halo it's not as detailed and very symmetrical in many ways.

The exact same effects and textures are constantly and consistently used during gameplay, QTEs and pre-rendered cutscenes and it's impossible for textures/effects to be upped on the fly for QTEs.
And if Hercules looks fairly average then 99% of character models this generation look awful, Hercules looks brilliant and the attention to detail is superb, they even put stretch marks around his shoulder!
