Hard to say, but yeah, when you're favorite genre has been down this gen it is hard to go unnoticed.

In terms of first-party Nintendo titles, yes. Mario Galaxy trumps, hands down, most of the GCN's library. Not to mention how Brawl is a clear step up from Melee, and I personally had more fun with Mario Kart Wii than Double Dash (although DD felt more novel at the time.)
In terms of JRPGS, NO. Last gen we had Persona 4, Final Fantasy X, Tales of Symphonia, Paper Mario: TTYD, Baiten Kaitos, and tons more that were quality but I can't remember. This gen, I can probably count all the good JRPGs in one hand, and that's probably counting Xenoblade four times.
In terms of Western games, yes. This gen is western domination, to the point where Japanese developers started jumping in on the 3rd person shooter craze.
Honestly it depends on your type o' games. Some were at their height last gen and some this gen; there isn't a clear rise of quality across the board.
I'm personally gonna say yes because Mario Galaxy is so beautiful it makes me cry.

Personally, no. I would take the PS2 over all this generation's consoles combined. The lack of quality action games and RPGs this generation is just disappointing.
No not really, I really loved at least 3-5 games on each system last gen. This gen maybe 2 on each.
It's hard to say, to be honest. The PS2 had some absolute classics. Even with series that have continued on, many of them peaked with the PS2 era.
I mean, Silent Hill 2, Shadow of the Colossus, SSX 3 & Tricky, Suikoden III & V, the first Disgaea, Final Fantasy X, and the Gran Turismo PS2 games were fantastic. Not that this gen hasn't been awesome with entries from the west, but the style has changed so much, with some of my favorite types of games having all but disappeared. Even some of the better Japanese games, like Valkyria Chronicles, which I loved, haven't been as big as they should have been, or as big as they would have been on the PS2.
On the other hand, the FPS genre, which I've grown to like a lot, has improved tremendously, with some of my favorite games of all time being Fallout 3/NV and Borderlands 1 & 2, and Portal 2.
I think I'm gonna call it a tie.

Probably the worst generation for JRPGs, even if you count Persona 3 and 4 as current gen due to their release dates, it's been poor form for the genre. For every other genre it's been good. Probably the golden age of the FPS, TPS and Sandbox genre.
Well 2nd golden age of the FPS genre.
Definitely yes. The basic principles of game design have worsened in this gen (current gen gameplay has become too simplified, directed and cinematic) but the games themselves still have improved, much thanks to so many games brought from the PC world into this generation of consoles.
Nearly all PS2 and Xbox games sucked.
