Hmm, I believe that when Sony bought out the Dreamcast they signed a deal with SEGA that SEGA would not compete with them for so many years on the console market,
I would be very interested to know where you got that information from,and YES they should put out a new console. Since they are but a shell of what they were when they launched the Dreamcast I feel they should team up with Apple and show the world,as Nintendo has done,that gaming is all about having fun.
The Dreamcast was the only console last generation capable of playing and browsing on-line right out of the box. It was also the only one with a native 480p signal(vga)output,but most Dreamcast owners never did connect it to a computer moniter,so alas they never did see what it really could do.
When the PS2 launched(with according to a Sony Exc."a dearth of quality games")the Dreamcast had over 100,with many of those good to great titles.
By the time the GCN & X-BOX launched the Dreamcast was sitting with over 200 fine games,and would have had many more if Sega had not pulled the plug 8 months earlier.
Sega poured their heart and soul into the Dreamcast and released many great games for it,the only problem was they did not have the money to tell the world about them.The console was fine,but Sega was broke,so they sold the NA rights of some DC games to Sony(REZ and Headhunter)Microsoft(ShenmueII) and a Gamecube launch title(Super Monkeyball) to try and stay afloat.
Sega has a ton of IP's that they did not use on the Dreamcast,and a ton more that were only released in Japan. 248 NA Dreamcast games and over 500 in Japan,most of which should have been released in all regions. As a matter of fact 3 new games (2 official) were released last year for the Dreamcast,with the possibility of more this year.
Sega just renewed the Dreamcast trademark a couple of months ago so who knows what is going on in their minds. As a Nintendo fan who's first Sega console was the Dreamcast,and was blown away by it,I can only wish that they do put out another one as they are sorely missed.
