1. It doesn't have what everyone wants. What most RE fans wants is a survival horror game, not an action game.
2. Typically the more action there is, the less horror there is. People want RE for the horror, and not the monster jump out of the closet scare, that deep, tense, feeling of helplessness type of horror.
3. Are you implying game length = depth? Games like CoD or your typical action game aren't 30 hours because the game play can't sustain 30 hours. Something like Batman: Arkham City can sutain something like that because there's a large world to explore. Something like Mass Effect can sustain that because there are many quests. Something like Final Fantasy can sustain that because there's story and character (well...we'll assume they have that). RE's gameplay isn't good enough to sustain 30 hours, the story is nonsensical, and the world isn't that big.
