The PS3 version of Mass Effect 2 had a similar issue, as Mass Effect 1 was a 360 exclusive.
Anyway, I can see three possible resolutions to the problem.
Resolution 1: Same as what was done for PS3 ME2 - provide a separate sequence, basically an interactive novel/comic, allowing the reader to make certain choices that then get "saved" for use in Mass Effect 3.
Resolution 2: Remake Mass Effect 1 and 2 using the Mass Effect 3 engine, and let players play the entire story. The game would probably be more expensive, this way, though. Note, however, that Mass Effect 2 for PS3 was made using the engine used for Mass Effect 3 - so it has been ported once already, simplifying the process. An alternative version of this would involve basically providing the PS3 version of Mass Effect 2, along with the interactive novel/comic that PS3 got as a substitute for ME1. This would mean that they just need to move the content from PS3 to Wii U.
Note that, since the games were made using Unreal Engine 3, it probably wouldn't be too hard to port the games over, using the same engine alterations used for ME3. They could even incorporate the various refinements made to the gameplay into ME1 and 2.
Resolution 3: Create a couple of new bits at the start of the game, wherein the sorts of choices made in ME1 and 2 are imitated, thereby producing the same outcomes within a single game experience.
Naturally, Resolution 2 is the "best" option, in that it gives people the greatest amount of content, but any of the three could work.
