This just illustrates what's wrong with the review system of late. Personal opinion about a game has begun to trump the technical aspects of the same game, when both are equally important. 1s and 2s are to be reserved for games that are basically unplayable due to poor control and/or glitches. If a game is playable then it should get a 4 or 5. Then you go from there in terms rewarding extra points for graphics, gameplay, and fun value. Instead we have a system where games like this get 2s cause a reviewer didn't personally like it or just to get hits, and COD can keep getting 9.5s and 10s, regardless of what does or does not change to enhace the experience. Or each year Bethesda gets a pass on glitches because "they'll fix it later," while other games get blasted and have points deducted for the same glitches, even if they do fix them later.
