The same can be said for those who buy secondhand games from stores like Gamestop, the developers don't get a dime from any of the re-sales but people still get to enjoy the game. An problem of equal, if not greater, proportion in my opinion. Its even fully legal and has a whole market segment devoted to it.

The problem with console secondhand sales is reduced solved greatly by online passes and other similar DLCs what not.
Personally I don't see steam or GOG having an effect of PC gaming piracy.
It's still doesn't affect the PC gaming piracy situation here in Asia.

there is not really any retail game market in most of Asia, the reigon outside of Japan is dominated by F2P PC/Web games, and recently mobile games.

QFT and the retail game market in Japan which used to be dominated by consoles have the lion's share now taken away by handhelds and F2P PC/Web games+mobile games.
Outside of Korea's obsession with the Starcraft series, What other B2P PC western games have attained similar success? None! Bcos you can torrent the rest and use Gameranger or Hamachi to play online easily. And if the western developers understood this fact and our psyche, they will change the way on how they sell their B2P PC games in Asia by turning them into F2P/freemium games rather than focusing on improving DRM thus raking in alot more money than they ever will on the western markets given the sheer size of our markets.
Consoles would be in real deep S*** then!!
