He's taken United to 4 champions league finals actually, lost 2 to Barcelona. As well as that for the first 4 years Ferguson was in charge English clubs were banned from Europe so it's actually 4 finals in 22 years, not 3 in 26. As well as that during the 90s the premier league was nowhere near the force in Europe it is now, demonstrated by the fact that United were the only English finalist of the 90s. United exceeded all expectations just by getting to the final that year. I'd argue that, for the first half of his United career he did at least as well as could be expected in Europe.
Since 2000 I suppose you could argue he has underachieved, although I think 3 finals in 13 isn't too bad, considering he lost 2 of them to arguably (probably?) the greatest team in the history of the game, and the shit he's had to put up with in recent years around the club's owners. I think English fans tend to overestimate the quality of the premier league in relation to the rest of Europe and go into the Champion's league every year with unrealisitc expectations, which has led to people expecting a better record from Ferguson. You point to Liverpool, the only other English winner this century. Well, United have had a better record than them in the past ten years. They've also had a better record than Chelsea, despite the Abramovich money. Fact is, in the time he's been in charge United have been the best English team in Europe.
As for the element of luck in his wins, that's really clutching at straws. It's knockout football, there's always going to be luck involved somewhere along the way. It just happened at particularly dramatic moments in the '99 and '08 finals
