I charged up 21 levels to get a fortune enchantment for my Diamond pickaxe.

Turns out I only got Fortune 1. (What a waste of time and experinces) As it turns out a level 5 can get the same enchantment level. 

I also found out that I cant re enchant the same item or upgrade the same enchantment on the same item. Im scared to enchant another pickaxe fearing that it will be just another wasted effort to get the first level of fortune.

Does anyone have any experince of getting Fortune Lvl 2?

Ive maxed out all the bookshelves available around the enchanting table.

If you keep putting the item in the enchanting table, you'll get randomized levels to choose from. There should eventually be an option for a lv 21 enchant. What you get, however, is completely random. But at higher levels, there's a much better chance of getting higher level rewards.

I've gotten lv 2 Efficiency and lv 1 Unbreaking from levels less than 20. If you enchant another one with that amount of experience, there's a good chance you'll get something much better.

It takes time but I recommend grinding 'til you hit level 50 if you want a good Fortune pick. Find a spawner and build a mob grinder. I've enchanted diamond picks twice at level 50 and both times I got Fortune III + Unbreaking and Efficiency.

Mob grinder?

Basically a place where you kill mobs to earn experience. You can just stay close to a spawner and kill the mobs but you can make it a lot more efficient if you use water to transport the mobs to a nearby "kill room". Spawners won't spawn more mobs if there are enough of them nearby already so that's why you collect the mobs in another place so the spawner can continue to spawn new mobs. If you search for mob grinders or mob traps on youtube there are several tutorials on how to make really great mob grinders.

mine shafts with spider spawners are a good place to build one... if your lucky you might get two next to each other, you can use water to pull them to a safe area, and use a metal door to keep them back then maybe some potions to kill them all at once... also come play on our server if you have time
