You ask a question.  Somebody smarter than me will answer them.  Personally, I have a few questions:

1.  How do I set a background pic for anything other than the home screen?  I saw a video of a guy online playing with his Vita and every page had different art--some of it from Nintendo franchises.  I want cool backgrounds on every page of my Vita, too!

2.  Which video formats does the Vita support?  I'm downloading a few movies from the net to put on my Vita.  Am I going to have to convert them for them to play on my PSV (like I did with the PSP) or can it play more formats, now?

3.  Playstation 1 game support.  Anybody know if we're going to get that?  I want to ditch my PSP but I have quite a few PS1 games on it.  Also, despite what IGN said, there's about eight of my 20 PSP downloaded titles that won't transfer to the PSV.  Any word on an update?

4.  Is there any way to enable traditional controls?  I like using the touch screen but I'd like to toggle between touch screen and d-pad on a whim.  Any option for this?

Can't answer 1 and 3, sorry.
As for question 2, Vita only supports MP4 (and H.264, but nobody cares about that), so just convert your videos to MP4 if needed. You can find free MP4 converters with a quick google :)

Press down on any icon or open space, then you will see "..." bubbles next to all your icons and a wallpaper icon in the bottom right corner. Click the wallpaper icon. You need to do this for each screen you have in use, so after setting one, scroll down to the next one and do the same. As for the lock screen, the way I do it is I go into my pictures and click on one of them and then click the "..." in the bottom right corner and select "Set as home screen".

Not 100% positive, but downloads from all your favorite "Naughty Sites" work without issue.

Don't quote me on it, but I believe it you set up your remote play, you can still play PS1 games through the PS3 on the Vita, although not sure if it works with all PS1 titles. That could hopefully keep you busy until a firmware update to give the Vita native PS1 support.

For the OS? The answer is no.
