On Vita, since each memory card can only have one account, and thus all content bought through that account can only be downloaded and used by that account on that memory card, the aforementioned scenario becomes impossible. Each account will have to pay for DLC separately.

Yeah I definitely did.
I originally took it as someone worrying about having to download it twice due to a family member wanting their own saved games or something.
Your problem is valid though, not to mention I realized that my knuckleheaded approach to the titling and such is only going to send the thread downhill. Very counter productive for something that comes off as positive for me, which is PSN Accounts being tied to memory cards, being that I have a kid and I only use my US account.
I went ahead and cleaned it up, making it more neutral.
