Rumors of the Xbox 360 version being on multiple discs once again have now been proven false.

Famitsu shares some new information regarding FINAL FANTASY XIII-2′s disc count.

The PlayStation 3 version will of course be on one Blu-ray disc. The Xbox 360 version, however, will ship on one DVD. Quite the difference from FINAL FANTASY XIII, which required three discs on Microsoft’s system.

Director Motomu Toriyama cites increased use of real time event scenes, which has lead to a decrease in the game’s data volume.

They're probably using in-game cut scenes instead of pre-rendered ones

no biggie imo - disk swapping was never a major issue anyway.
The real shock is that it all fits down to ~8GB and it seems in a lot of ways to be a bigger game than XIII (mostly explained in the op)
Wonder what they'll do with all that left over space on the PS3 disk - probably nothing :( or a "Special edition" with HD remakes, vsXIII demo included? :drool: )

There is a good chance the PS3 version might come with CGI cut-scenes instead of in-engine.

Nope.

Prerendered cutscenes eat up storage space like nothing else. This means that it's entirely reasonable to suggest that the prerendered cutscenes of FF XIII required more space than the actual game.

If I remember correctly it was only 6.89 gb of game assets... and like 25+ GB of Prerendered cutscenes.
