As it says, I think the fact that a lot of people use e-mail and online to pay their bills has something to do with their problem. While you have companies and the like sending mail, you don't have the populace doing so, meaning less sales on things like stamps.
Think about it as a way of convenience. The postman comes once a day to deliver your mail and not everyone can get to a mailbox (I'm not even sure where the closest mailbox is near me, but I assume it's outside of the supermarket down the street). On the other side, you can pay your bills online anytime you want in the convenience of your own home, without doing much but lifting a couple of fingers. No one writes letters anymore (except for probably families with troops), and most communication is done via e-mail/instant messaging/Skype.
