Yes and no. We don't use 'thank you' and 'please' much, because it's not part of our culture. We don't need it, we don't feel someone is rude for not using them. But a foreigner would feel we're rude.

But I would say that case was isolated. I feel London (not the UK) is as rude in general. For instance, once there was a pregnant woman in a crowded London bus and no-one would offer a seat. When I did, instead of saying thank you, she said 'finally!' and didn't tell me anything else. I felt like an idiot for giving her my seat...
