Just to show how prevalent the number of prisoners are related to drug offenses here is this.

"Composition of the Federal Prison Population – Mostly Non-Violent

violent offense."

It's their best interest to get as many people arrested in their jails so they can milk to government as much as they can, then add to that that it's a business adn it's in their best interest to cut costs. I'm one of the last people to ever say that the government should run something, but prisons should be run by the government only and not by corporations or businesses.

It's because possession of a decent amount of marijuana is a criminal offense in the U.S.A.

Also, it probably has something to do with social retardation and the fact that 50 Cent is my personal hero.

Incarceration rate means per capita, so the more relevant statistic is this one.

Anyway, as others have said, it's because of the war on drugs.
