Really, this wouldn't be the first time Nintendo's gone outside their own console space for Pokemon. That's what Dream World is for, too

This one was quietly announced Friday but we now have further details. At some point this summer in Japan, an official app called Pokémon Say, Tap is being released for free on various platforms including the AppStore for iPhone and Android Market. This game is a rhythm based game based upon the Pokémon TCG. Here, you will essentially tap the Pokémon in rhythm to the music and sounds going on and matches the current Ending Theme of the Pokémon Best Wishes anime; Can You Name the Pokémon?. We'll bring more about this app as and when it comes.

My thoughts: It is based on the trading card game, so it's probably something released by the Pokemon Company to advertise it.
