I think we will see God Eater: Resurrection first in the west and then followed by God Eater 2: Rage burst.
They already made trademarks for God Eater 2: Rage Burst early 2015.
Think the original plan of them was to release God Eater 2: Rage Burst in 2015 in the west but then they started to develop God Eater Resurrection and their plan changed. Would explain the early 2015 trademark.

Yes, it does have a monster catching aspect. The battle party consists of the 2 main characters plus 4 monsters.
This explains it far better than I could (chibi normal mechanic and monster aspect details) :p
