But that's not what happened! That's the complete opposite! All Western European countries got cities, no matter how small they may be. Iceland has 300k citizens for crying out loud! And what are these "panopticon locatiions" anyway, I don't get how they work.

I imported the first project diva, but avoided the first localization. Will probably end up getting the sequel.
