Yep, that definitely was on their mind when doing this. Allow people to get the original title in the franchise, to interest them in the sequel that is out, or will be coming out.

As I just lost $20 by buying Infamous only a week before they announced the welcome package I became so pissed off that I swore that I will never buy Infamous 2. So it all evens out.
